Co-workers frequently cited his detailed knowledge of public finance and his calm approach during budget debates and growth‑management discussions.
After retiring from full‑time county work, Helms returned to public service in 2018 when Avon Park City Manager David Flowers brought him in as a part‑time financial officer for the city. In that role, Helms helped guide budget amendments, long‑range planning and fiscal policy for Avon Park, drawing on decades of experience in Highlands County.
Beyond government, Helms had his own consulting service and was active in community and nonprofit work, including service with Ridge Area Arc and other local organizations dedicated to improving the lives of residents with disabilities and their families.
Friends and associates remembered him as a steady mentor, a devoted public servant and someone who was “prudent and fiscally conservative.”
