Rick “Ricky” Helms, a longtime public servant in Highlands County and a respected voice in local government finance, passed away Sunday following a long illness.
Helms spent much of his career with Highlands County government, where he rose through the ranks to become the award-winning Director of the Office of Budget & Management for Highlands County, Later, he served as Highlands County Administrator.
